文章:入世25年驚艷全球!中國創造世紀奇蹟,香港鑄就開放豐碑
2026年是中國加入世貿組織25周年。2001年12月11日,中國正式加入世界貿易組織,開啟了深度融入全球經濟體系的歷史征程。25年來,我們中國從規則學習者、參與者,逐步成長為多邊貿易體制的維護者、建設者、貢獻者,不僅實現了自身經濟的跨越式發展,更以一系列世界級、標誌性、開創性項目,深刻改變了全球產業格局、貿易格局與基礎設施版圖。從高端製造到全球基建,從數字經濟到開放平台,中國用實幹與創新,交出了一份驚艷世界的入世答卷。
入世25年來,我國經濟規模與全球地位實現歷史性躍升,GDP從2001年的11.1萬億元增長至2023年的126萬億元,全球占比從4%提升至超18%,穩居全球第二大經濟體;對世界經濟增長年均貢獻率超30%,成為名副其實的全球增長「穩定器」;外貿總額從約5000億美元躍升至超6萬億美元,25年間增長達11倍。與此同時,我國貿易與開放實現深度突破,貨物貿易出口從2661億美元增長至3.38萬億美元,全球占比從4.3%提升至14.6%,連續多年位居全球第一大貨物貿易國;關稅總水平從15.3%大幅降至7.3%,服務業開放領域超120個分門別類,成為140多個國家和地區的主要貿易伙伴,深度嵌入全球產業鏈體系。這25年,筆者認為中國創造了舉世矚目的中國奇蹟,對世界經濟增長作出了舉足輕重的重大貢獻。
一、高端製造與科技創新:從跟跑到領跑的中國突破
入世之初,中國製造業以勞動密集型產業為主,核心技術受制於人。25年間,依托開放帶來的市場、資本與技術機遇,中國完成了從「世界工廠」到「製造強國」「創新大國」的轉型,一批世界級項目領跑全球。
中國高鐵是最具代表性的國家名片。入世後,中國透過引進消化吸收再創新,攻克了軌道、信號、動力、制動等全套核心技術,建成全球規模最大、技術最先進的高速鐵路網。截至2026年,全國高鐵營運里程突破4.5萬公里,佔全球總里程60%以上,京滬高鐵、京廣高鐵、成渝高鐵等項目,成為高效聯通全國經濟版圖的大動脈。與此同時,中國高鐵走向世界,雅萬高鐵成為東南亞首條高速鐵路,中老鐵路全線通車營運,匈塞鐵路穩步推進,讓中國標準、中國技術成為全球基建的重要選擇。
新能源汽車全產業鏈項目,是中國搶佔全球綠色產業制高點的核心成果。入世25年,中國培育出比亞迪、蔚來、小鵬、理想等一批自主品牌,建成涵蓋整車、動力電池、電機、電控、材料的完整產業鏈。寧德時代、比亞迪動力電池全球市佔率穩居前列,2025年中國新能源汽車出口量突破525萬輛,佔全球出口總量六成以上,徹底改寫全球汽車產業格局。
光伏與新能源產業更是實現全球絕對主導。從多晶硅、矽片、電池片到組件,中國光伏全產業鏈產能佔全球85%以上,憑藉技術迭代與成本優勢,成為全球清潔能源普及的核心推動者。風電整機、儲能系統、特高壓輸電等項目同步領跑,全球首條特高壓輸電線路、千萬千瓦級風電基地、大型光伏電站遍佈全國,支撐中國成為全球綠色能源投資與應用第一大國。
5G通信與北斗導航項目,標誌著中國在數字基礎設施與空間科技領域實現自主可控。中國建成全球規模最大的5G網絡,基站數量超350萬,用戶規模突破12億,華為、中興在5G必要專利數量上位居全球前列,主導多項國際通信標準制定。北斗三號全球衛星導航系統全面建成,精度達到厘米級,成功納入國際民航、海事標準,與GPS、伽利略形成全球三大導航體系,服務全球200餘個國家和地區。
此外,半導體、工業母機、高端裝備等「卡脖子」領域持續突破,中芯國際7nm芯片量產、長江存儲快閃記憶體芯片自主可控、上海微電子光刻機實現國產化突破、五軸聯動數控機床打破國外壟斷,一批重大項目築牢了中國製造業的核心競爭力。
二、貿易開放平台:制度型開放的中國標桿
入世25年,中國始終堅持擴大開放,搭建了一系列國家級、國際化、高水平的開放平台,成為連接中國與世界的重要橋樑。
中國國際進口博覽會是全球首個以進口為主題的國家級展會,自2018年舉辦以來,連續七屆累計意向成交額突破3萬億美元,成為全球商品、技術、服務進入中國市場的「黃金通道」,彰顯了中國主動向世界開放市場的決心。廣交會、服貿會、消博會協同發力,形成「四大展會」開放矩陣,成為全球貿易合作的重要平台。
自貿試驗區與自貿港建設,成為中國制度型開放的「試驗田」。從2013年上海自貿試驗區掛牌,到全國22個自貿試驗區聯動發展,再到海南自貿港全島封關運作,中國在貿易便利化、投資自由化、金融開放、法治創新等領域累計複製推廣379項制度創新成果。負面清單管理模式、跨境電商監管創新、服務業擴大開放等舉措,為全球貿易治理提供了中國經驗。
國際貿易「單一窗口」全覆蓋項目,大幅提升了中國口岸通關效率,通關時間較入世初期壓縮80%以上,跨境電商綜試區擴至165個,年交易額突破2.6萬億元,讓中國成為全球數字貿易發展最快、規模最大的市場之一。
三、一帶一路與全球基建:聯通世界的中國方案
入世25年,中國提出的「一帶一路」倡議,成為全球最大的國際合作平台,一批標誌性基建項目,讓中國與世界的聯通更加緊密。
中歐班列是「一帶一路」的旗艦項目,累計開行超8萬列,通達歐洲25個國家217座城市,成為橫跨歐亞大陸的物流大動脈,有效保障了全球產業鏈供應鏈穩定。中老鐵路、雅萬高鐵、中巴經濟走廊、中泰鐵路等項目落地見效,不僅改善了沿線國家基礎設施,更帶動了貿易、就業與經濟增長。
亞投行與絲路基金,是中國為全球提供的公共產品。亞洲基礎設施投資銀行擁有109個成員,累計批准項目超200個,投資金額突破380億美元,專注於支持全球基礎設施建設;絲路基金規模達400億美元,精準賦能「一帶一路」產能合作與互聯互通項目,成為全球發展融資的重要力量。
在區域貿易合作領域,中國推動RCEP正式生效,建成全球規模最大的自由貿易區;完成中國—東盟自貿區3.0版談判,申請加入CPTPP、DEPA等高標準經貿協定,以實際行動推動全球貿易自由化便利化。
四、數字經濟與新基建:賦能未來的中國力量
入世25年,中國數字經濟實現跨越式發展,新基建項目成為經濟增長的新引擎。全國光纖寬頻覆蓋率達98%以上,算力總規模位居全球第二,數據中心、智算中心、工業互聯網等項目快速落地,為人工智能、雲計算、大數據產業提供堅實支撐。阿里雲、騰訊雲躋身全球雲計算第一梯隊,電商、移動支付、直播電商等數字業態領跑全球,數字經濟規模佔GDP比重超45%,成為中國經濟高質量發展的核心動力。
人工智能領域實現全球領跑,DeepSeek與Seedance 2.0成為中國AI名片。近年來,中國大模型與多模態技術實現彎道超車,一批原創AI項目震驚世界。
DeepSeek(深度求索)大模型在數學推理、代碼生成、複雜邏輯任務上表現國際頂尖,憑藉開放創新與高效推理架構,成為全球開源社區的標桿,廣泛應用於科研、工業、金融與教育場景,代表中國在通用人工智能基礎模型領域的核心突破。Seedance 2.0作為字節跳動自研的新一代AI視頻生成模型,實現文本、圖片、音頻、視頻四模態輸入,具備專業級鏡頭語言、角色一致性與物理還原能力,可快速生成電影級高品質影片,技術水準躋身世界第一梯隊,不僅大幅降低內容創作門檻,更在國際上樹立中國AI視頻技術的領先地位,成為數字文化、國際傳播的重要技術底座。
五、香港:入世25年不可或缺的中國貢獻
在中國入世25年的輝煌成就中,筆者認為香港憑藉「一國兩制」獨特優勢,扮演了不可替代的「超級聯繫人」角色,成為中國開放的重要窗口與橋樑。
作為全球最大的離岸人民幣中心,香港處理全球75%以上的離岸人民幣結算業務,滬港通、深港通、債券通等互聯互通項目,成為國際資本配置中國資產的核心渠道。香港交易所匯聚1370餘家內地企業,累計為內地企業融資超37萬億港元,是內地企業「走出去」、國際資本「引進來」的首選金融平台。
在貿易與物流領域,香港機場連續十餘年位居全球貨運機場榜首,是「中國製造」通往世界的超級物流樞紐。CEPA協議率先對接WTO規則,為內地開放探路先行;金融、法律、會計、仲裁等專業服務全球領先,國際調解院總部落戶香港,助力中國對接全球高標準經貿規則。
從入世初期的開放跳板,到新時代的國際金融、貿易、航運中心,香港始終與內地同頻共振,共享入世紅利,共同推動中國開放型經濟邁向更高水平。
六、啟航「十五五」:香港深化貢獻,共築高質量發展新格局
站在入世25週年的歷史節點,中國迎來「十五五」規劃的開局之年。作為基本實現社會主義現代化的關鍵五年,「十五五」規劃將「高質量發展取得顯著成效」作為核心目標,以科技自立自強為戰略支撐,全面推進產業體系現代化與高水平對外開放。這一國家戰略佈局,不僅為中國經濟續航注入強大動能,更為香港在新時代深化「超級聯繫人」與「超級增值人」功能,開闢了前所未有的廣闊空間。
「十五五」規劃建議明確提出,要堅定不移貫徹「一國兩制」方針,落實「愛國者治港」原則,支持香港鞏固提升國際金融、航運、貿易中心地位,建設國際創新科技中心,打造國際高端人才集聚高地。為主動對接國家戰略,香港特區政府已啟動編製首份本地五年發展規劃,由行政長官親自掛帥統籌,從金融、創科、人才、區域合作等五大領域精準發力,確保與國家發展大局同頻共振。
在國際金融中心層面,香港將以「十五五」規劃為契機,深化「金融+」戰略,推動離岸人民幣業務創新,擴大債券通、滬港通、深港通等互聯互通機制的覆蓋範圍與產品類別,助力國家資本市場高水平開放。同時,香港將聚焦綠色金融與金融科技,打造全球離岸人民幣綠色融資樞紐,為內地「雙碳」目標實現與現代產業體系建設提供專業金融服務,並以國際化法律與監管環境,吸引全球資金參與中國高質量發展項目。
在國際創新科技中心建設上,香港將深度融入粵港澳大灣區國際科技創新中心,以河套深港科技創新合作區、前海、南沙等平台為抓手,推動科創要素跨境高效流動。憑藉在人工智能、生命健康、新材料、新能源等領域的基礎科研優勢,香港將補足內地前沿領域短板,聯合開展國家級重大科技專項,助力實現關鍵核心技術自主可控,成為國家原始創新的重要策源地。香港亦可吸引、集聚全球AI人才與技術團隊,成為DeepSeek、Seedance 2.0等中國頂尖AI技術國際化、商業化的重要樞紐。
在人才與專業服務領域,香港將發揮國際化人才「通道」與「蓄水池」作用,打造國際高端人才集聚高地。通過放寬人才入境政策、優化稅務安排,吸引全球頂尖科創、金融、法律人才來港發展,並聯通內地市場,為國家現代化建設輸送稀缺人才。同時,香港的法律、會計、仲裁等專業服務將進一步對接國際高標準經貿規則,助力中國企業更好地「走出去」參與全球競爭與治理。
在區域協同與國家戰略參與方面,香港將以粵港澳大灣區建設為核心,深化與內地城市的產業協作,推動製造業與服務業融合發展,助力廣東省高質量發展。同時,香港將深度參與高質量共建「一帶一路」,發揮航運與物流樞紐優勢,成為中國與沿線國家經貿合作的超級中轉站,並以國際調解院總部等平台為依托,提升中國在全球經濟治理中的話語權。

入世25年,是中國擁抱世界、發展自己的25年,也是中國貢獻世界、引領未來的25年。從高鐵飛馳到電車出海,從進博啟航到一帶一路聯通,從5G領跑到數字賦能,從DeepSeek推理突破到Seedance 2.0視頻革新,一個個傑出項目、一項項硬核成果,見證了中國開放的步伐從未停歇。

25 Years of WTO Membership: China Shocks the World with a Miracle, Hong Kong Forges a Monument of Openness
2026 marks the 25th anniversary of China's accession to the World Trade Organization. On December 11, 2001, China officially joined the WTO, embarking on a historic journey of deep integration into the global economic system. Over these 25 years, China has evolved from a rule-taker and participant to a defender, builder and contributor to the multilateral trading system. It has not only achieved leapfrog economic development but also reshaped the global industrial, trade and infrastructure landscape with a series of world-class, iconic and pioneering projects. From high-end manufacturing to global infrastructure, from the digital economy to opening-up platforms, China has delivered a remarkable WTO accession report card with hard work and innovation.
Over the past 25 years, China's economic size and global status have witnessed a historic leap. Its GDP surged from 11.1 trillion yuan in 2001 to 126 trillion yuan in 2023, with its global share rising from 4% to over 18%, securing its position as the world's second-largest economy. Contributing more than 30% annually to global economic growth, China has become a veritable "stabilizer" of global growth. Total foreign trade soared from around 500 billion U.S. dollars to over 6 trillion U.S. dollars, an eleven-fold increase in 25 years.
In the meantime, China has achieved profound breakthroughs in trade and opening-up. Merchandise exports jumped from 266.1 billion U.S. dollars to 3.38 trillion U.S. dollars, with its global share climbing from 4.3% to 14.6%, making China the world's largest merchandise trader for consecutive years. The overall tariff level dropped sharply from 15.3% to 7.3%, and the service sector opened up in more than 120 sub-sectors. China has become a major trading partner of more than 140 countries and regions, deeply embedded in the global industrial chain. In the author's view, these 25 years have seen China create a globally acclaimed miracle, making an indelible contribution to global economic growth.
1. High-End Manufacturing & Tech Innovation: From Follower to Global Leader
In the early days of WTO accession, China's manufacturing sector was dominated by labor-intensive industries with core technologies controlled by others. Over 25 years, leveraging the markets, capital and technologies brought by opening-up, China has transformed from "the world's factory" to a "manufacturing power" and "innovation power", with a batch of world-class projects leading the globe.
China's high-speed rail has become its most iconic national calling card. Through introduction, digestion, absorption and re-innovation, China mastered core technologies including tracks, signaling, power and braking. By 2026, China's high-speed rail network exceeded 45,000 kilometers, accounting for over 60% of the world's total. Lines such as Beijing-Shanghai, Beijing-Guangzhou and Chengdu-Chongqing serve as arteries linking China's economic map. Meanwhile, China's high-speed rail has gone global: the Jakarta-Bandung High-Speed Rail became the first in Southeast Asia, the China-Laos Railway opened for full operation, and the Budapest-Belgrade Railway progresses steadily, making Chinese standards and technologies a top choice for global infrastructure.
The new energy vehicle industry chain stands as a core achievement in China's seize of the global green industry. Over 25 years, China has nurtured homegrown brands including BYD, NIO, XPEV and Li Auto, building a complete industrial chain covering vehicles, power batteries, electric motors, electronic controls and materials. CATL and BYD lead global battery market share. In 2025, China's new energy vehicle exports surpassed 5.25 million units, accounting for over 60% of the global total, completely reshaping the global automotive industry.
China dominates the global photovoltaic and new energy industry. Its photovoltaic industrial chain from polysilicon, wafers, cells to modules takes up over 85% of global capacity. With technological iteration and cost advantages, China has become a core driver of global clean energy adoption. Wind turbines, energy storage systems, UHVDC transmission and other projects also lead the world. The world's first UHVDC transmission line, gigawatt-scale wind farms and large-scale photovoltaic power stations span China, supporting its position as the world's top investor and user of green energy.
5G and the Beidou Navigation System symbolize China's self-reliance in digital infrastructure and space technology. China operates the world's largest 5G network with over 3.5 million base stations and more than 1.2 billion users. Huawei and ZTE rank among the global leaders in 5G essential patents, setting international communication standards. The Beidou-3 system was fully completed with centimeter-level accuracy, recognized by ICAO and IMO standards. Together with GPS and Galileo, it forms three major global navigation systems, serving over 200 countries and regions.
Furthermore, breakthroughs continue in "bottleneck" sectors including semiconductors, industrial母机 and high-end equipment: SMIC mass-produces 7nm chips, Yangtze Memory achieves independent control of flash memory chips, Shanghai Micro Electronics Equipment develops domestic lithography machines, and 5-axis linkage CNC machine tools break foreign monopolies. A host of major projects have strengthened the core competitiveness of China's manufacturing industry.
2. Trade & Opening-Up Platforms: A Benchmark for Institutional Opening-Up
Over 25 years in the WTO, China has stayed committed to greater opening-up, building a series of national-level, international and high-standard opening-up platforms as a crucial bridge connecting China and the world.
The China International Import Expo is the world's first national-level exhibition themed on imports. Since 2018, seven consecutive sessions have seen cumulative intended deals exceed 3 trillion U.S. dollars, serving as a "golden channel" for global goods, technologies and services to access the Chinese market, demonstrating China's determination to open its market to the world. The Canton Fair, CIFTIS, CICPE and CIIE together form four major exhibition platforms, becoming vital arenas for global trade cooperation.
Pilot free trade zones and the Hainan Free Trade Port have become "test fields" for China's institutional opening-up. From the establishment of the Shanghai Pilot Free Trade Zone in 2013 to the expansion to 22 nationwide and the full-island customs closure of the Hainan Free Trade Port, China has replicated and promoted 379 institutional innovations in trade facilitation, investment liberalization, financial opening-up and rule of law. Negative-list management, cross-border e-commerce regulation and expanded service sector opening-up have provided Chinese experience for global trade governance.
The full coverage of the international trade "single window" has greatly improved customs clearance efficiency, reducing time by over 80% since accession. The number of cross-border e-commerce comprehensive pilot zones has expanded to 165, with annual transactions exceeding 2.6 trillion yuan, making China one of the fastest-growing and largest digital trade markets in the world.
3. Belt & Road Initiative: A Global Connectivity Plan
Twenty-five years after WTO accession, China's Belt and Road Initiative (BRI) has become the world's largest international cooperation platform, with landmark infrastructure projects tightening ties between China and the world.
China-Europe Railway Express, a flagship BRI project, has operated over 80,000 trips, linking 25 European countries and 217 cities, serving as a logistics artery across Eurasia and effectively safeguarding global industrial and supply chain stability. Projects including the China-Laos Railway, Jakarta-Bandung High-Speed Rail, China-Pakistan Economic Corridor and China-Thailand Railway have been delivered, upgrading infrastructure in partner countries while boosting trade, employment and economic growth.
The Asian Infrastructure Investment Bank (AIIB) and the Silk Road Fund are global public goods provided by China. The AIIB has 109 members, approving over 200 projects with investment exceeding 38 billion U.S. dollars, focusing on global infrastructure development. The 40-billion-U.S.-dollar Silk Road Fund precisely supports BRI industrial cooperation and connectivity, becoming a vital force in global development financing.
In regional trade cooperation, China pushed the entry into force of RCEP, creating the world's largest free trade area. It completed negotiations on China-ASEAN Free Trade Area 3.0 and applied to join high-standard economic and trade agreements including CPTPP and DEPA, advancing global trade liberalization and facilitation with concrete actions.
4. Digital Economy & New Infrastructure: Empowering the Future
China's digital economy has grown by leaps and bounds over the 25 years of WTO membership, with new infrastructure emerging as a new engine of growth. Optical fiber broadband coverage exceeds 98%, and total computing power ranks second globally. Data centers, intelligent computing centers and industrial internet projects land rapidly, laying a solid foundation for artificial intelligence, cloud computing and big data industries. Alibaba Cloud and Tencent Cloud rank among the world's top cloud computing providers. E-commerce, mobile payment and live-streaming e-commerce lead the world, with the digital economy accounting for over 45% of GDP, becoming a core driver of China's high-quality development.
China leads the world in artificial intelligence, with DeepSeek and Seedance 2.0 as its flagship AI brands. In recent years, China's large models and multi-modal technologies have achieved leapfrog development, with original AI projects shocking the world.
DeepSeek (Deep Seek) excels internationally in mathematical reasoning, code generation and complex logic tasks. With an open, innovative and highly efficient architecture, it has become a benchmark in the global open-source community, widely used in scientific research, industry, finance and education, representing a core breakthrough in China's general artificial intelligence foundation models.
Seedance 2.0, a new-generation AI video generation model independently developed by ByteDance, supports text, image, audio and video inputs. It features professional cinematography, consistent characters and physical realism, generating Hollywood-quality videos rapidly. Its technology ranks among the world's elite, drastically lowering content creation barriers and establishing China's leading position in AI video technology globally, serving as a key technical foundation for digital culture and international communication.
5. Hong Kong: An Indispensable Contributor to China's WTO Success
In China's glorious 25-year WTO journey, Hong Kong, with its unique "one country, two systems" advantage, has played an irreplaceable role as a "super connector", becoming a vital window and bridge for China's opening-up.
As the world's largest offshore RMB center, Hong Kong handles over 75% of global offshore RMB settlement. Connectivity mechanisms including Stock Connect, Bond Connect and Wealth Management Connect have become core channels for international capital to allocate Chinese assets. The Hong Kong Stock Exchange hosts more than 1,370 mainland enterprises, accumulating over 37 trillion Hong Kong dollars in financing for mainland companies, making it the preferred financial platform for mainland enterprises to "go global" and international capital to "come in".
In trade and logistics, Hong Kong International Airport has ranked among the world's top in cargo volume for over a decade, serving as a super logistics hub for "Made in China" to reach the world. The CEPA agreement was the first to align with WTO rules, paving the way for mainland opening-up. Hong Kong's financial, legal, accounting and arbitration services lead the world. The headquarters of the International Court of Arbitration is located in Hong Kong, helping China connect with high-standard international economic and trade rules.
From an opening-up springboard in the early WTO years to an international financial, trade and shipping hub in the new era, Hong Kong has always stood with the mainland, sharing the dividends of WTO accession and jointly advancing China's open economy to higher levels.
6. Setting Sail for the 15th Five-Year Plan: Hong Kong Deepens Contributions to a New High-Quality Development Landscape
At the historic juncture of the 25th WTO anniversary, China embarks on the 15th Five-Year Plan period. A critical five years for basically achieving socialist modernization, the 15th Five-Year Plan takes "notable progress in high-quality development" as its core goal, with sci-tech self-reliance as strategic support, comprehensively advancing modernization of the industrial system and high-level opening-up. This national strategy not only injects strong momentum into China's economy but also opens unprecedented space for Hong Kong to deepen its roles as "super connector" and "super value-adder" in the new era.
The 15th Five-Year Plan clearly proposes unswervingly implementing "one country, two systems" and the principle of "patriots administering Hong Kong", supporting Hong Kong in consolidating and enhancing its status as an international financial, shipping and trade center, building an international innovation and technology hub, and developing a global high-end talent hub. In regional coordination and national strategy participation, Hong Kong will focus on the Greater Bay Area, deepening industrial cooperation with mainland cities, promoting integration of manufacturing and services to support Guangdong's high-quality development. Meanwhile, Hong Kong will deeply participate in high-quality BRI development, leveraging its shipping and logistics hub advantage to serve as a super transit hub for China's economic and trade cooperation with BRI countries.
