NPC Session Concludes Successfully, Marking New Milestone in Rule of Law and Unveiling Opportunities for Hong Kong under the 15th Five-Year Plan
March 12 witnessed the successful closing of the 4th Session of the 14th National People’s Congress (NPC) at the Great Hall of the People in Beijing. The session adopted crucial resolutions and laws, including the Resolution on the Government Work Report, the Resolution on the Outline of the 15th Five-Year Plan for National Economic and Social Development, the Environmental Code of the People’s Republic of China, the Law on Promoting Ethnic Unity and Progress of the People’s Republic of China, and the National Development Planning Law of the People’s Republic of China .
NPC Chairman Zhao Leji emphasized that the 15th Five-Year Plan period is a critical stage for consolidating foundations and advancing comprehensively toward the modernization drive, and implementing the plan is of great significance. Chief Executive John Lee expressed gratitude for the central government’s strong support and care for Hong Kong, noting that the outline incorporates multiple provisions to foster Hong Kong’s long-term prosperity and stability and deepen the development of the Guangdong-Hong Kong-Macao Greater Bay Area. He pledged to lead the HKSAR government in fulfilling its primary responsibility, unite all sectors to align with the national 15th Five-Year Plan, and formulate the first "Hong Kong Five-Year Plan" with macro, strategic, and forward-looking vision .

The passage of the three new laws marks a milestone in China’s rule of law, embodying the Party’s propositions, national will, and people’s aspirations. The Environmental Code strengthens the foundation for sustainable development; the Law on Promoting Ethnic Unity and Progress advances ethnic harmony and integration; and the National Development Planning Law provides solid legal safeguards for national long-term growth, showcasing the strengths of "China’s governance" .
Most notably, the adoption of the 15th Five-Year Plan outline points the way for Hong Kong to integrate into and serve the national development agenda. As an inalienable part of China, Hong Kong plays a unique role. Leveraging its strengths in finance, trade, and technological innovation, Hong Kong can deepen cooperation with the mainland to achieve mutual benefits and win-win results. We will promote society to fully implement the spirit of the session, enhance the "Four Consciousnesses," strengthen the "Four Matters of Confidence," and uphold the "Two Maintains."
