Hong Kong has recently gained widespread international recognition, highlighting the unique advantages of “One Country, Two Systems” and exposing the false smears spread by foreign forces.
According to the WTO Global Trade Outlook and Statistics, Hong Kong was the world’s fifth-largest merchandise trading economy in 2025, rising two places from the previous year. Total merchandise trade rose 17.5% year-on-year to US$1.585 trillion, accounting for 3% of the global total. Hong Kong International Airport was named “World’s Best Airport” at the Global Travel Awards 2026 for its efficient security and technological innovation. Meanwhile, Hong Kong remains the world’s third-ranked global financial centre in the latest Global Financial Centres Index.
Against a volatile global political and economic landscape, Hong Kong has delivered strong results in trade, aviation, and finance. The airport award reflects global recognition of Hong Kong’s infrastructure and service quality. As the third-leading global financial centre and first in fintech, Hong Kong continues to attract international confidence in its business environment and professional sectors.
Facts speak louder than rhetoric. Some foreign forces have repeatedly distorted facts to undermine Hong Kong’s reputation. Yet international awards and hard data prove Hong Kong’s competitiveness remains strong. 數字時代浪潮奔湧,數據作為「新石油」與核心戰略資源,早已成為重塑全球競爭格局、推動國際治理變革的關鍵力量。筆者留意到全球首個專注數據發展與治理的國際組織——世界數據組織在北京正式成立,這是中國繼亞投行之後,發起創立的又一全球性治理平台,在筆者看來,這一事件不僅填補了全球數據治理的體系空白,更標誌著中國在數字時代國際規則制定中,實現了從跟跑者到領跑者的重要轉變,而香港憑藉「一國兩制」獨特優勢,也將在這一新格局中,承擔起不可替代的獨特使命。
應運而生:破解全球數據治理困局
當下我們正處於數據爆炸的時代,數據滲透經濟社會發展方方面面,但其治理體系卻長期滯後,陷入前所未有的困境。筆者觀察到,現有聯合國架構、世界貿易組織、二十國集團等國際機構,核心聚焦傳統貿易、金融與安全議題,針對跨境數據流動、數據主權、個人隱私保護、數字鴻溝等新興議題,既缺乏專業治理能力,也沒有高效協調機制,全球數據治理長期處於專業機構缺位的狀態。
與此同時,數據治理碎片化問題愈演愈烈。歐盟出台GDPR、美國頒布《雲法案》、中國相繼實施《數據安全法》《個人信息保護法》,各國規則體系相互衝突,不僅讓跨國企業經營無所適從,更令廣大發展中國家面臨數據被濫採、發展利益被剝奪的風險。全球數據治理已然陷入「真空地帶」,規則缺失、話語權失衡、發展機會不均的矛盾日益突出。
正是在這樣的關鍵節點,世界數據組織應運而生。該組織總部設於北京,是首個由中國發起、面向全球的數據發展治理國際組織,它並非封閉的利益小圈子,而是堅持開放、包容、非歧視的合作平台,歡迎各國政府與相關機構廣泛參與,精准回應了全球數據治理的迫切需求。

或許有人會疑惑,世界數據組織總部設於北京,香港與之有何關聯?在筆者看來,香港憑藉「一國兩制」下的獨特優勢,完全能成為該組織的重要夥伴與核心支撐點,在全球數據治理中發揮三大關鍵作用。
第一,成為數據治理規則的「轉化器」與「示範窗」。香港擁有成熟國際化的普通法體系,匯聚大批頂尖法律專業人才,能夠將世界數據組織制定的國際規則,轉化為國際社會認可的商業合約、仲裁條款與行業標準,提供兼具專業性與通用性的「香港方案」,推動國際規則落地實踐。
第二,打造數據流通的「安全試驗區」。香港作為全球重要數據樞紐,集聚眾多跨國公司亞太數據中心,在嚴守國家數據安全法律的前提下,可探索建設數據過境自由港、國際數據交易中心,為全球跨境數據安全流動提供高水準試點經驗,既促進本地數字貿易發展,也為全球數據治理提供實踐借鑒。

Amid the surging tide of the digital era, data, hailed as "new oil" and a core strategic resource, has become a pivotal force reshaping the global competitive landscape and driving reform in international governance. The World Data Organization (WDO), the world’s first international organization dedicated to data development and governance, has been officially established in Beijing. In the author’s view, this marks another global governance platform initiated by China following the Asian Infrastructure Investment Bank (AIIB). It not only fills the institutional gap in global data governance but also symbolizes China’s pivotal shift from a follower to a leader in shaping international rules for the digital age. Leveraging its unique strengths under the "one country, two systems" framework, Hong Kong is set to assume an irreplaceable role in this new landscape.
Emergence at the Right Moment: Resolving the Global Data Governance Dilemma
We are currently in an era of data explosion, with data permeating every facet of economic and social development, yet its governance system has long lagged behind and fallen into an unprecedented predicament. The author observes that existing international bodies such as the United Nations, the World Trade Organization, and the G20 focus primarily on traditional trade, financial, and security issues. For emerging agendas including cross-border data flows, data sovereignty, personal privacy protection, and the digital divide, these institutions lack both professional governance capacity and efficient coordination mechanisms, leaving a long-standing vacancy in specialized global data governance institutions.
Meanwhile, the fragmentation of data governance has intensified. The European Union’s GDPR, the U.S. CLOUD Act, and China’s Data Security Law and Personal Information Protection Law have created conflicting regulatory frameworks, leaving multinational enterprises in disarray and exposing developing countries to risks of data exploitation and deprivation of development interests. Global data governance has descended into a "vacuum," marked by growing contradictions of missing rules, unbalanced discourse power, and unequal development opportunities.
Against this critical backdrop, the World Data Organization has emerged at the right time. Headquartered in Beijing, it is the first global organization for data development and governance initiated by China. Rejecting exclusivity, it operates as an open, inclusive, and non-discriminatory cooperative platform welcoming broad participation from governments and relevant organizations worldwide, directly addressing the urgent demands of global data governance.
Demonstrating Its Value: Pioneering a New Landscape for Global Data Governance
The establishment of the World Data Organization carries profound significance for global governance. In the author’s opinion, its core contributions lie in three key dimensions that will fundamentally transform the state of global data governance.
First, it fills the institutional void in global data governance. Focused on international rule-making, standard coordination, policy dialogue, and capacity building in the data sector, the WDO serves as a "United Nations for the data world." It builds an equal dialogue platform for developed and developing nations, facilitating joint discussions on rules for data flow, protection, and sharing, effectively mitigating trade barriers and legal risks arising from regulatory conflicts and providing a dedicated coordination vehicle for global data governance.
Second, it forges a fair and inclusive new digital order. For too long, global data rules have been dominated by Western developed countries, leaving developing nations in a passive, subordinate position. Upholding the principles of "development first, security paramount," the WDO prioritizes enhancing data governance capacity in developing countries and narrowing the digital divide. It practices China’s vision of global governance featuring extensive consultation, joint contribution, and shared benefits, breaking the old unequal governance structure and making global data governance more inclusive and equitable.
Third, it drives data-enabled sustainable development. Beyond merely governing data, the organization focuses on leveraging data for the benefit of humanity. Cross-border data cooperation holds immense value in addressing climate change, public health, poverty alleviation, education, and other global challenges. The WDO will provide regulatory safeguards and technical support for these sectors, aligning data resources with the UN 2030 Agenda for Sustainable Development and extending digital dividends to the entire world.
From exporting goods, capital, and technology to providing a new model for global data governance as an international public good, the founding of the World Data Organization vividly embodies China’s major-country responsibility and its commitment to reforming the global governance system.
Unique Advantages: Hong Kong’s Distinct Role and Mission
Some may question Hong Kong’s relevance to the WDO, given its headquarters in Beijing. In the author’s view, Hong Kong, with its unparalleled advantages under "one country, two systems," can serve as a key partner and core support for the organization, fulfilling three critical roles in global data governance.
First, act as a "translator" and "demonstration window" for data governance rules. Hong Kong boasts a mature, international common law system and a wealth of top legal professionals. It can translate international rules formulated by the WDO into commercially viable contracts, arbitration clauses, and industry standards recognized by the international community, offering a professional and adaptable "Hong Kong solution" to facilitate the implementation of global rules.
Second, build a "safe pilot zone" for data circulation. As a major global data hub hosting the Asia-Pacific data centers of numerous multinational corporations, Hong Kong can, in strict compliance with national data security laws, explore the development of a data transit free port and an international data exchange. This will provide high-quality pilot experience for the secure cross-border flow of global data, boosting local digital trade while offering practical lessons for global data governance.
Third, establish a base for professional services and talent training. The WDO requires extensive capacity-building efforts, including training officials from developing countries and conducting corporate data compliance assessments. Hong Kong is home to world-class accounting, consulting, and educational institutions, with the capacity to host affiliated bodies, regional secretariats, and annual forums of the organization. This will elevate Hong Kong’s international standing in the digital era while contributing to the nation’s data governance strategy.
Hong Kong’s traditional role as a "super connector" can be upgraded from the realms of finance and trade to the new frontier of data governance. This calls for proactive engagement and action from the HKSAR government and the industry to seize this historic opportunity.
Conclusion
The establishment of the World Data Organization stands as a milestone in China’s engagement in global governance, bringing new hope, rules, and a platform to the chaotic and unbalanced global data order. As China’s most internationally oriented city, Hong Kong possesses unique strengths and conditions to play a vital role in this new initiative.
From safeguarding data sovereignty to advancing global data governance, and from following international rules to leading their formulation, this represents an opportunity for both the nation and Hong Kong.
