弱勢民眾溫飽與環保雙贏
在安比卡普爾市的「垃圾餐廳」,民眾只要收集一公斤塑膠垃圾,就能換取包含米飯、蔬菜、湯與印度薄餅的完整午餐;半公斤則可兌換簡單早餐。這項由市政府推動的計畫,特別針對低收入戶與無家可歸者,不僅解決他們的溫飽問題,更有效減少街頭塑膠污染。

垃圾處理系統創造就業
該市同步實施「零垃圾分散處理系統」,將垃圾細分為超過60種,提升回收效率。全市20座回收中心聘用480名當地婦女,每月可賺取8000至10000盧比(約717至897港幣),既改善垃圾問題,又促進女性經濟獨立。

顯著成效與推廣挑戰
據統計,垃圾餐廳已回收近23噸塑膠垃圾,城市塑膠掩埋量從2019年每年5.4噸降至2024年的2噸。這項「安比卡普爾模式」已擴展至全邦48個行政區,但德里等大城市因參與度低、基礎設施不足而難以複製成功。
